avce00 software package provides Conversion of ESRI Arcinfo Vector Coverage in E00 format, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install avce00
avce00 is installed in your system.
Make ensure the avce00 package were installed using the commands given below,
$ sudo dpkg-query -l | grep avce00 *
You will get with avce00 package name, version, architecture and description in a table
